Compliance with Tobacco Promotion and Sale Laws in School Neighbourhoods in India

Objective: Regulation of sale of tobacco has given sufficient attention in India and little information exists about the impact of bans near schools. Our study aim was to check the levels of tobacco promotion, advertising and sales in school neighborhoods’ of Central Delhi. Methods: Using multistage random sampling 15 schools were selected in Central Delhi. Areas 100 meters around each were mapped using a map tool and screened using a self designed questionnaire consisting of 26 questions, both closed and open ended, to determine the details of outlets, sales of tobacco and tobacco products, advertising, promotions, school roles, and children seeking tobacco. The data were subjected to statistical analysis. Results: The response rate was 65%. Outlet licenses were present in only 6 (3.47%). Compliance With Point-of-Sale Tobacco Control Policies in School-Adjacent Neighborhoods in Mumbai, India

Purpose: We assessed factors associated with tobacco vendor compliance with India’s Cigarettes and Other Tobacco Products Act (COTPA) provisions regulating tobacco sales and point-of-sale (POS) environments. Design: Study design was a cross-sectional random sample of tobacco vendors in Mumbai, India (2010). Setting: School-adjacent neighborhoods were the study setting. Subjects: Study subjects were tobacco vendors (n = 436). Measures: Face-to-face interviews, and audits of POS environments were used to assess compliance. Analysis: Factors associated with compliance were identified using logistic regression. Results: About 4% of vendors were fully compliant. Although 80% reported compliance with the ban on tobacco sales to minors, only 10% displayed signage about the ban. Background: Tobacco smoking is a global phenomenon, associated not only with health but also with other issues like employment, trade and revenue. However, the ill aspects of tobacco outweigh any productivity related to it. Various regulatory measures have been devised to control this menace at national as well as international level. In India, COTPA-2003 legislation intends to control and regulate tobacco consumption, advertisem*nt and trade.Methods: The present study assessed the compliance of 157 points of sale and 59 tobacco products to the Sections 5,7,8,9 and 10 of the smoke free legislation using a structured observational checklist.Results: In total (41%) POS were advertising tobacco in one or other form with product showcasing (64%) being the most common modality of advertisem*nt. Banning tobacco sales and advertisem*nts near educational institutions may reduce students' tobacco use risk: evidence from Mumbai, India

India's Cigarettes and Other Tobacco Products Act bans tobacco sales and advertisem*nts within 100 yards of educational institutions. In school-adjacent neighbourhoods in Mumbai, we assessed adherence to these policies and whether tobacco vendor and advertisem*nt densities were associated with students' tobacco use. High school students' tobacco use was measured using a multistage cluster sampling survey (n=1533). Field geographic information systems data were obtained for all tobacco vendors and advertisem*nts within 500 m of schools (n=26). Random-effects multilevel logistic regression was used to estimate associations of tobacco vendor and advertisem*nt densities with ever tobacco use, current smokeless tobacco use and current tobacco use. A two-wave observational study of compliance with youth access and tobacco advertising provisions of the Cigarettes and Other Tobacco Products Act in India

Introduction: The Indian Cigarettes and Other Tobacco Products Act prohibits youths’ access to tobacco products at points-of-sale and near educational institutions, requires signage stating these restrictions in these venues, and bans outdoor advertisem*nts. This observational study examined compliance with these provisions, changes in compliance over one year, and factors associated with compliance. Methods: Data were collected in 2012 and 2013 from points-of-sale (n=555 in 2012, n=718 in 2013), educational institutions (n=277 in 2012, n=276 in 2013), and neighborhoods (n=104 in 2012, n=125 in 2013) in 25 urban and rural towns in five states. Compliance across years was compared using χ2 tests. Multilevel regression equations assessed factors associated with compliance at Wave 2 and change in compliance from Wave 1 to Wave 2. Results: Most points-of-sale had no/low compliance, with little change over time (58% to 63%, p=0.108). The proportion of educational institutions observing just 1-2 provisions increased (39% to 52%, p=0.002). Most neighborhoods complied with the advertisem*nt ban at both waves (91% to 96%, p=0.172). In the multilevel analysis, point-of-sale compliance increased in small cities; compliance decreased at points-of-sale and increased at institutions in mid-sized cities. Changes in point-of-sale compliance were due to compliance with access restrictions and signage requirements; changes in educational institution compliance were due to compliance with the sales ban. Conclusions: Compliance with provisions regarding the sale and display of tobacco products is moderate, while compliance with the advertisem*nt ban remains high in these five Indian states. Greater enforcement will further reduce youths’ exposure to tobacco products.

Around 50.82% of the age group 15-19 years were smokers in Makassar city, one of which was influenced by tobacco ads exposure (National Institute of Health Research and Development, 2019b). This study aimed to evaluate the violation of tobacco product advertising to Local Regulation of South Sulawesi No. 1 of 2015 on Smoke-Free Area (SFA) in 2019 and its contribution to local revenue of Makassar City in 2018. This was a descriptive study through a quantitative approach with cross sectional design. The observation was conducted on 21 major roads and the document review was performed by processing and analyzing the secondary data of the Regional Revenue Department of Makassar City 2018.
