Do you have a passion for providing consultation and technical support to agents in the field? If this sounds like you, then come join the Department of Labor and Industries as an Industrial Relations Agent 4! In this role, you will act in a supervisory position and reside in the Fraud Prevention and Labor Standards Prevailing Wage program. Under RCW 39.04 and 39.12., you will provide specialized knowledge of state labor laws when conducting industry specific consultation and investigations for employers in technical diverse, difficult or new industries, special case assignment as well as providing technical support and guidance to agents in the field.

DutiesSome Of What You’ll Do

  • Supervises, plans, prepares and presents technical training materials relevant to prevailing wage law for Industrial Relations Agent.
  • Organizes and/or participates in training, meetings and conferences for external stakeholders interested in labor law and regulations, including labor, business, and public and private contract awarding agencies.
  • Provides technical expertise and direction to Industrial Relations Agents statewide regarding difficult or complex cases. These cases include those involving multi-employer worksites, multiple statute violations, legal or politically sensitive or very large financial implications, and may include complex misclassification of prevailing wage rates. Technical issues may include guidance on the analysis of payroll records, compensable time and equity regarding alternative compensation system proposals.
  • Assists the program manager in developing, proposing and managing revisions to program policies and the WAC rules related to Prevailing Wage regulations.
  • Responsible for interpreting, drafting and/or participating in scope of work definitions for the Program Manager

QualificationsRequired:

  • A combined total of at least six years of experience as an Industrial Relations Agent 2 and/or Industrial Relations Agent 3 or similar relevant experience in:
    • Labor/employment relations and regulations
    • Collection of revenue/taxes from employers/businesses
    • Investigation of complaints of misconduct
    • Audit of employer financial records
    • Interpretation and explanation of rules and regulations regarding employment law, prevailing wages, wage and hour, and child labor laws or related experience.

OR

  • A Bachelors’ Degree involving major study in employment law, business administration, accounting, public administration, police science, economics, criminal justice, sociology, psychology, law, or closely related field

AND

  • Two years of experience in:
    • Labor/employment relations and regulation
    • Collection of revenue/taxes from employers/businessed
    • Investigation of complaints of misconduct
    • Audit of employer financial record
    • Interpretation and explanation of rules and regulations regarding employment law, prevailing wages, wage and hour, and child labor laws or related experience.

Please Note: Additional qualifying experience will substitute for education at the rate of one year of experience for one year of education.

  • Possesses a thorough working knowledge of Washington Administrative Code as it applies to Prevailing Wage (WAC 296-127)
  • Effectively enforce governmental laws, rules and regulations, and initiate enforcement actions in such a way that the public perceives as fair, objective and reasonable.
  • Ability to testify at legislative hearings, prepare bill analyses, and complete fiscal notes
  • Ability to coordinate litigation and testify in court proceedings.
  • Ability to present complex information in a clear concise manner.
  • Ability to establish and maintain productive working relationships; prioritize and manage work schedule; work independently.
  • Excellent verbal and written skills
  • Effectively organizes multiple assignments, sometimes of a complex nature or involving competing priorities to produce work products that are accurate, thorough, and on time.

For this position, telework is permitted with occasional travel and in-office work. The assigned duty station for this position is Tumwater, Washington.
